My daughter was having problems and she was bottom of the class. I used a Montessori Reading Writing Program that used sandpaper letters. And that helped a lot. I would make up the phonic sounds and words with the sandpaper letters and she would trace the letter while saying the sound. I think feeling the sandpaper letters made the difference. They somehow planted the sound on her mind so when she sounded out the words while reading she remembered the sound.

And tracing the words really helped with writing.

The main problem with her reading was transferring the written word into sounds, and once she understood the code she turned into a very good reader. This is an offline program where you the parent have to be involved but it is worth it. There are a number of very good online phonics programs but I prefer offline for reading homework help.
